ICE CUBE is talking about the Police helicopters that constantly fly over the tougher neighborhoods of Los Angeles, but I prefer to visualize the lyrics as being about a really arrogant prickish version of Big Bird, flapping around and getting up peoples noses and just generally being a jobsworth bastard.

I tend to think of Benny Hill-ish scenes where i'm being chased by a gaggle of rough old slappers from my estate from i hear Ghetto Bird, myself.
Ghetto Bird = best song he made post-The Predator. Also the best of the 4 songs he made with with a Funky Worm sample.
